Abstract
About 20 years have passed since the idea of putting a casino in Odaiba (Tokyo) advocated by Shintaro Ishihara, then Tokyo Governor, in 1999. Then, on July 20, 2018, Integrated Resort, which uses casinos as an engine of earnings, was legalized in Japan. Detailed rules will be determined by Cabinet Order and Ministerial Order, and will be released in April 2019. However, the Gaming Control Board has not yet been established, and will be established around July 2019, and detailed rules concerning casinos will be decided there. Integrated Resort in Japan is considered to be up to three places, and local governments will have a license. As a process, the local government decides to attract Integrated Resort, and the local government selects a business operator, and the local government applies a license to the central government with the business operator. And the area certification is done by the Ministry of Land, Infrastructure, Transport and Tourism, and the casino administration committee in the Cabinet Office carries out certification for casino licenses. Also, various forms of gaming already exist in Japan, and there are gambling addictions caused by them. In legalizing the casino, that point was controversial, and the Japanese government has passed the Basic Law against Gambling etc. as well.
In this report, I will examine the current situation and issues of Integrated Resort in Japan.
