Abstract
The evolutionary process toward a better organization reveals a shifting from the higher to the lower ranks of the organization. Assumptions about people in organizations and the paradigms long accepted by leaders are being challenged, and there is a movement from domination/control to partnership. Organizational leaders are empowering their employees to fully realize their potential and increase their role in the success of the organization.
As organizations are becoming earnest about the partnership paradigm and Total Quality Management (TQM) becomes integrated into company structures, the role of human resources is changing. Human resources is being transformed from simply an employee relation and is now playing a significant role in the implementation of this new approach to quality.
