Abstract
Description: Gaming regulators are responsible for contradictory goals—protecting consumers while supporting revenue generation from the gaming industry. In this paper, I examine how regulators handle such contradictions and whether the preferred strategy differed by jurisdiction. Specifically, this document discusses how regulators respond to gaming licensee violations in Las Vegas and Atlantic City.
