Abstract

Table games have dominated the Macao casino industry over the past decades, accounting for 95% of gross gaming revenue. However, when it comes to the types of table games, the Macao gambling market has lacked innovation. It has been five years since Macao casinos introduced a new table game to the gaming floor. Currently, there are only 18 different table games in Macao. In contrast, the Nevada Gaming Commission has approved over 1,000 table games, ranging from side bets of classic games to brand-new games. Such differences may be explained by the differences in gaming regulations. Specifically, the table game development market is merely open to casino operators in Macao, because the law states that only the gaming concessionaire can file a new game application. While in Nevada, the table game development market is open to the public because the gaming law allows game developers to file applications. Game developers are motivated to submit as many applications as possible in an attempt to sell their table games to casinos. Thus, Nevada casinos could have a variety of new games to attract gamblers. Considering the benefits of having more innovative games, I propose an amendment to the Macao gaming law.

Implications Statement:

In order to increase the types of table games offered on the casino floor, this study proposes an amendment to the Macao gaming law.
