Abstract
Federal policy advocacy on behalf of institutions serving large Latina/o populations dates back to the early 1980s, when Texas leaders created the Hispanic Association of Colleges and Universities (HACU; Calderon Faldeano, Flores, & Moder, 2012). Since the federal designation of Hispanic-serving institutions (HSIs) in 1992, additional national actors have entered the policy and political landscape--with a focus on Latina/o students in education. Simultaneously, researchers have created a robust body of literature on Latina/o students in higher education (see, e.g., Freeman & Martinez, 2015; Gaitan, 20112; Martinez & Fernandez 2004; Nunez, Hoover, Pickett, Stuart-Carruthers, & Vazquez, 2013; Nunez, Hurtado & Galdeano, 2015; Perez & Ceja, 2015; Perez & Cortes, 2011; Saenz, Ponjuan & Figueroa, 2016).
